Will there be a patch to bring up to date cars

ive noticed from gameplay the bigger numbers and number on the shark fins aint there also ive noticed that there no smoke when cars fail. 
So in 2016 cars didnt spark at launch so im guessing 2017 cars dont smoke at launch

also i want to know will AI cars have to manage their engines and will they get penalties for changing gear box and things
