Using the Racing Line and when to brake?

I'm playing F1 2014 right now.  

I watched some people on various gaming sites and it appears that they brake when the "racing line" looks red.  I don't know all the tracks.  When I try to do that, I can't get slowed down for the corner.  Usually, I use something trackside as a braking reference (marker, guardrail, curb...).  For instance, at Monza, I use the 150m board for the first chicane.

I'm taking a wild guess, but I'm guessing that one's speed determines the color of the racing line (green, yellow, red).  If you are too fast for a specific corner, the line becomes RED....am I right?

How does one use the "racing line" to help determine braking points??  Do I start braking in the green?  the yellow? certainly not the red?  
In career mode, I'm driving a Caterham & Marussia (2 different careers).  I always seem to be about 2-3 seconds slower per lap.  I didn't think I was that bad a driver.    

Also, no matter what setup I use, I can't seem to get rear grip.  I always get sudden oversteer mid-corner for the last turn at Monza - even when I'm at partial throttle.  It feels like the rear tires lose grip and the revs get really high.  It's that my right foot?  Or is there an issue with the game?
