Why does this happen?

i don't really play this game anymore but I thought I'd pop on yesterday and do a race in career mode and this happened. Why is the safety car stopped? Why did it go and then brake? Plus after the two ferrari's crashed they weren't aloud to go back to there position. 

Ps sorry for the bad driving and assisted line like I said I don't play this game much anymore so I'm poop.
