Safety Car leads to 11 DSQ's

In Spa, Belgium I was in P5 with 7 laps to go. In a rainy race, the Safety Car came out because Verstappen crashed. After one lap under the SC I had to overtake the SC, while it was waiting for the leader. A few moments later, I think when the leader was at the SC, several drivers got DSQ because they fall too far back. How is it possible that they didn't have the opportunity to drive further? They were at the other side of the circuit, so they couldn't make it to pick up the queue. I also couldn't pick it up, because a few moments after I  overtook the SC, I got drive trough penalties because I was falling too far back, what resulted in a DSQ. 11 drivers got DSQ because they were too far back to get the chance to pick up the queue. 3 other drivers DNF earlier, so 8 drivers finished the race xD My plan was to go for a podium place when the SC should come in and maybe 4 or 5 laps to go, but it resulted in a early stop (DSQ), P12, no points.
