May lapped cars overtake during safety car?

Hello,

In real life they let cars pass who are a lap down. Is this also in the game? 

Because I was once on 14th place or something, had a real nice battle with Nr 13. But when the leader lapped me, the safety car came out. 

So I was stuck behind the leader and nr 13 could just get to the back of the line.  So my race was over on that moment.
