Resource Points also push for teammate ?

Hey there,

could you tell me if the resource points i invest also strenghtens my teammate ? So when the team bar of my team (for example McLaren) is longer then the bar of red bull does it mean our car is better and i have the chance to push our whole team in the long term ?
